SHEDNOTES 56: f.a.o. anyone concerned

The Shed is supposed to be offering a political debating point every day until the general election, so here is one.
Child allowances should become school attendance payments, paid through the schools to whichever parent or guardian is responsible for ensuring that the target levels of attendance and achievement are met. Way The Shed sees it, the change would cut both social security fraud and truancy, without being terribly unfair to anybody, and it would save the DHSS the embarrassment of discovering, on a regular basis, that it is paying for children who do not even live in the country.
Anything wrong with that one?
