Every over-18 has an entitlement, in government vouchers, for £6,000 a year for two years of learning, in college or apprenticeship. This should be enough for an intensive practice-based degree along the lines of the old B Tech diplomas and the learning providers would have to re-gear to supply them. Those who want a more leisurely scarves-and-beer kind of university experience would be free to pay a top-up for the three-year option.
